Live health probes

Polled directly from this browser against the backend's own /health and /ready endpoints — if the backend behind this deployment is unreachable, that shows up honestly below instead of a fixed “operational” badge.

The repository includes a pgbouncer transaction-pooling configuration. These values describe that configuration; they do not verify how a particular deployment is running.
